Job Description and Duties

Under the direction of the Human Resources (HR) Section Staff Services Manager II and guidance of the Staff Services Manager I (Specialist), the Associate Governmental Program Analyst (AGPA) will review, analyze, and determine eligibility criteria, minimum qualifications, and approve or deny candidate selection based on selection laws, rules, and policies. The AGPA will review the High-Speed Rail Authority’s (Authority) completed hiring packages and determine if the package meets the criteria for approval and aligns with best hiring practices and Authority policies. This position is also responsible for hiring package documentation, filing and purging of completed hiring packages, and works diligently to prevent unlawful appointments on behalf of the Authority. The AGPA will train and consult with Authority leadership, the California Department of Human Resources (CalHR), and other external departments as necessary. All work is to be performed in accordance with the guidelines of the California Department of Human Resources (CalHR), State Personnel Board (SPB), State Controller’s Office (SCO), federal and state laws, California Code of Regulations, and the Personnel Management Policy and Procedure Manual.

Working Conditions

Part time telework is available for this position up to three days per week for California residents based on the requirements of the position and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.

While working on site, the incumbent works in a professional office environment, in a climate-controlled cubicle which may fluctuate in temperature and is under artificial light. Incumbent will be required to use a computer, mouse, and video display terminal and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, multi-task, adapt to changes in priorities and complete tasks or projects with short notice. Employees may be required to travel outside of their workstation to perform general tasks.

• Experience with selection, certification, examinations, the hiring process, and interpretation of HR laws, rules, and policies.

• Familiarity with CalHR best hiring practices, eligibility determination, and minimum qualifications analysis.

• Experience reviewing hiring decisions.

• Experience training staff and/or managers.

• Customer service experience.

• Experience analyzing legislation, government codes, or other technical materials to make decisions.

• Computer proficiency and knowledge of various computer software applications such as Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Microsoft Outlook, and the Internet.

• Excellent communication skills.

• Ability to conduct tasks with minimum direction.

• Effective prioritization and organizational skills, with the ability to manage a high volume of work.

• High level of accuracy and attention to detail, especially pertaining to following laws, rules, and policies.
