SUMMARY:
Responsible for managing the day to day operations of the Prairie Island Indian Housing Authority; planning and coordinating housing related activities with other departments of Tribal, Federal and State Governments
ESSENTIAL DUTIES AND RESPONSIBLITIES:
The following duties and responsibilities are not meant to be all inclusive and may be adjusted to meet business needs.
· Assist Tribal members with land assignment transfers, land assignment relinquishments, beneficiary changes, homesite completion extensions, HIP grant applications, elder driveway applications, and land assignment distributions
· Provide improvements for the health, safety and benefit of Tribal Members such safe road crossings, sidewalks and bike paths
· Manage homesite assignment priority list
· Implement policies, procedures and processes for enhanced day-to-day operations of department in alignment with strategic plan
· Develop and update housing forms and ordinances
· Arrange housing educational workshops such as credit repair, home buying, home improvement, home maintenance and safety tips
· Develop and maintain a housing informational section on the Tribal member website (housing activity updates)
· Provide housing resources to Tribal members including mortgage lenders, builders, manufactured and modular home dealerships
· Stay current on with county, state, and federal authorities and agencies including Goodhue County, Minnesota Department of Transportation, Great Lakes Indian Housing Association, Native American Indian Housing Council, and National Congress of American Indians regarding Tribal housing
· Develop an annual budget, and maintain controls on financials, to maximize efficiency and effectiveness of operations
· Other duties as assigned
MINIMUM QUALIFICATIONS:
· Bachelor’s degree in Business Administration, Construction Management or related field or combined education and experience for no less than 6 years.
· Possess excellent analytical, interpersonal and communication skills
· Minimum three (3) years of progressive responsible experience as a Housing Authority of Public Housing Property Manager
· Must be familiar with NAHASDA & appropriate HUD notices and circulars
· Knowledge of business management principles and practices, including program analysis, human resource management, financial accounting and budgeting, purchasing and contracting, and office management
· Knowledge of Federal, State and Tribal housing programs and private funding opportunities
· Knowledge of various components/departments of a TDHE organization
· Must be able to establish and maintain professional working relationships with Federal and State officials, community groups, regional organizations, local communities and tribes
· Must be flexible in order to meet PIIC’s needs in response to the changing state of affairs of operations, national funding and federal regulations
· Must be willing to travel and work week-ends and evenings, when necessary
· Ability to manage departmental budget
· Excellent organizational skills
· Ability to maintain strict standards of confidentiality
· Excellent written and verbal communication skills
· Strong computer skills Microsoft Office (Word, Excel and Outlook) sufficient to create and interpret quality work products of staff, reports, spreadsheets, budgets, databases, and correspondence is required
· Ability to work independently and effectively with minimal supervision
· Ability to work well within the existing team and government structure
· Sensitive to Native American Culture
· Must pass drug screen (UA) and a criminal background check
· Valid driver’s license and proof of insurability
PHYSICAL DEMANDS:*
· Must have the ability to lift and carry up to 50 pounds
· Must be able to sit for long periods of time with occasional amounts of standing or walking
REQUIRED TRAINING:
· Effectively Handling Harassment training
· Any position-related training as determined by department manager
WORKING ENVIRONMENT:
· Work is performed primarily in an office setting, but may include occasional outdoor activities
